According to the Bible, the New Testament, all things in heaven and earth were created by our Lord Jesus Christ, and for our Lord Jesus Christ.
Since this is the claim, and the Bible is the inspired Word of God, therefore it must be true.
Satan is an angel. When he was first created he was unfallen. There are passages in the Bible which may refer to Satan’s rebellion against God in time past. As far as I so far understand the Bible, Satan was not created on this earth.
Your claim that Satan will not be cast down to earth may be mistaken in the light of Revelation 12:9,
Rev 12:9 And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him.
This would depend upon whether this text refers to a future event or a past event.
Satan’s final destiny is the Lake of Fire:
Revelation 20:10
10 And the devil that deceived them was cast into the lake of fire and brimstone, where the beast and the false prophet are, and shall be tormented day and night for ever and ever.

Since the New Testament teaches that our Lord Jesus Christ created all things, then Satan would be included among the things our Lord Jesus created. Satan rebelled against God, but at his original creation the angelic being now called Satan was unfallen.
